County Massage Reopening Updates

The California Department of Public Health (CDPH) released COVID-19 Industry Guidance: Expanded Personal Care Services, and COVID-19 Industry Guidance:  Expanded Personal Care Services Provided Outdoors, on July 29, 2020These Guidance documents apply to massage therapy in non-healthcare settings and must be complied with.

For massage in healthcare settings, the CDPH’s Essential Services Inquiries has stated the following: “Medical massage (massage done based on a referral from a doctor or chiropractor) is permitted indoors at this time.” "Medical massage (based on a referral from a doctor or chiropractor) is permitted indoors, even if the county is on the monitoring list,” and “medical massage is considered an essential service.”  However, the State has also emphasized that local health officials have the final say as to what is allowed in their county and counties may impose stricter requirements than those imposed by the State.  CAMTC therefore encourages you to check with your county to confirm what is currently allowed.

While Certificate Holders MUST follow the health and safety guidance provided by the State and your local jurisdiction, we also urge you to consider following even stricter protocols during this unprecedented time, some of which may be found in the Guidelines for Practice with COVID-19 Considerations provided by the Federation of State Massage Therapy Boards (FSMTB). Please note that these guidelines were created by FSMTB, not CAMTC, and you are not required to comply with them; they are merely provided here as an additional resource.

These rising case numbers will likely put us on the County Monitoring List.  If we remain on the monitoring list for 3 days, the state requires that indoor operations for several industries be closed. These includes indoor gyms and fitness centers, personal care services like nail salons and waxing, churches and cultural ceremonies, including weddings and funerals, offices for non-critical infrastructure, and shopping malls. These industries will still be allowed to operate outdoors.
